Billing,1 the United States Supreme Court articulated a comprehensive analytical framework for determining when antitrust claims are impliedly ¿precluded,¿ or conduct is impliedly ¿immunized¿ from such claims, because they would conflict with another regulatory framework, based in statute, that also governs the conduct at issue.
