Brian Newman serves as Chairman of Pennington P.A.’s Administrative Law practice group and practices administrative law before a variety of Florida’s state agencies, including the Department of Environmental Protection, Department of Management Services, Office of Insurance Regulation, the Department of Health, the Agency for Healthcare Administration, and the Florida Department of Transportation. Brian is a frequent lecturer on administrative law topics and regularly advises clients on a wide range of administrative law issues including public procurement and bid protest proceedings, environmental permitting, formal proceedings before the Division of Administrative Hearings, rulemaking practice and procedure, legislative and regulatory developments affecting health care providers, and insurance rate filings and related proceedings.
Brian is an honors graduate of The Florida State University College of Law and is a member of The Florida Bar and the Georgia Bar. He has an AV Preeminent® rating from Martindale-Hubbell’s peer review rating system which represents the highest level of professional excellence for ethical standards and legal ability.Brian is a member of the Executive Council for the Administrative Law Section of the Florida Bar and is a contributing editor to Florida Administrative Practice, a Florida Bar publication. In 2011, Brian was appointed to the Florida Patient's Compensation Fund Board of Trustees by State of Florida Chief Financial Officer Jeff Atwater.
