A Florida native, Steve was born in Jacksonville and is a graduate of the University of Florida (B.A. 1970; J.D. 1973). He opened his own firm to practice construction law in 1997, and in 1998, was joined by Joseph V. McNabb to form Marlowe & McNabb P. A. Prior to forming Marlowe & McNabb P. A., he enjoyed an eleven year association with Carlton Fields, where he was a member of its construction Law Department. He was also a partner in Moffitt, Hart & Miller, practicing construction, corporate and commercial law; He practiced law in the legal department of Jim Walter Corporation serving as Senior Litigation Counsel. He is a member of the Florida Bar Association, the Forum Committee on the Construction Industry, the Arbitration Panel for the U.S. District court for the Middle District of Florida, and the Panel of Arbitrators for complex Construction for the American Arbitration Association. He is a Florida Bar Certified Mediator and a Board Certified Construction lawyer in Florida. He is admitted to practice law in all Florida State courts and the U.S. District Court for the Middle District of Florida, the Eleventh Circuit court of Appeals, and the U. S. Supreme Court. He is a member of the Associated Builders and Contractors where he has served in leadership positions for more than 20 years. He is also on its Legislative Liaison Committee. He received ABC's Member of the Year award for 2010. In addition, he has received recognition as a top rated lawyer in Florida Trend Magazine, Super Lawyers and Tampa Bay Magazine's Best Lawyers. He is an AV rated lawyer by Martindale Hubbell.

Received Certification from the Florida Supreme Court as a Circuit Mediator. Appointed to the Mediation Panel for the Federal Court for the Middle District of Florida. Appointed to the American Arbitration Association's Panel of Arbitrators. Appointed to the American Arbitration Association's Panel of Mediators.
