Mr. Carter received a BA degree in Economics from the University of California, Berkeley, in December 1982 (he was in the stands for “The Play” that ended the 1982 Big Game). He obtained his law degree in May 1988 from the Martin Luther King, Jr. School of Law at the University of California, Davis, Order of the Coif (AmJur award in Corporate Taxation), and then clerked for Justice Daniel A. Moore, Jr., on the Alaska Supreme Court in Anchorage during the 1988/89 term.

Admitted to the California State Bar in 1989, he was an associate attorney at Jones, Day, Reavis & Pogue in Los Angeles and Irvine, California from October 1989 through 1992. He established a solo practice in Irvine from 1993 through 1994. Brian has practiced in Ukiah since 1995, and was a founding partner of Carter Momsen, PC in November 2007 (initially named Carter, Vannucci & Momsen, LLP).

Mr. Carter has conducted approximately 45 trials (in Superior Court and before the State Water Resources Control Board; success rate exceeding 90%), has briefed and argued approximately eight cases before the California Court of Appeal (including three successful appeals and several successful defenses of judgments), state and federal environmental laws, and has briefed and argued one case before the California Supreme Court.

Mr. Carter’s transactional practice includes the negotiation and documentation of agreements regarding: purchase/sale/exchange/lease of real property, businesses or interests therein, property co-ownership, property boundaries, access, water and other resources, developer impact fees, construction, formation and/or dissolution of businesses and business entities, business management, land use approvals, subdivisions, enforcement of debts/judgments, and other related matters.

Mr. Carter previously volunteered on the board of directors of a Head Start agency (in Orange, California) and the Ukiah Main Street Program. He is currently a member of the Charter Council of the River Oak Charter School, the board of directors of Redwood Community Services, Inc., and the board of directors of the Mendocino College Foundation.
