Alex graduated from The George Washington University Law School and has more than seven years of prior experience in federal contracting at the U.S. Department of the Navy. Most recently, while in law school, Alex worked as a Senior Contracting Officer for the Office of Naval Research (ONR). He was the primary lead for all of the Ocean Battlespace Sensing Program’s acquisition requirements, including the Large Displacement Unmanned Underwater Vehicle (LDUUV) project, various undersea sensor technologies, and other systems. He gained valuable contracting experience by participating in a source selection for an R&D effort valued at more than $70 million as well as negotiating and awarding competitive contracts and modifications as part of Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) Programs.
Prior to his time at the Office of Naval Research, Alex spent five years at the F-35 Joint Strike Fighter (JSF) Program Office, where he negotiated contracts valued at more than $100 million for aircraft and aircraft related efforts, performed cost and price analysis and assisted with the award of an Undefinitized Contract Action (UCA). His prior experience includes work with contracts of various types including Time and Materials, Fixed Price and Cost Reimbursement contracts.
