Douglas Jarrett represents associations, major corporations and entrepreneurs before the FCC on policy making, licensing and enforcement matters. He is expert in domestic telecommunications regulation and wireless matters, representing critical infrastructure associations and companies on a range of telecommunications regulatory and transactional matters, including broadband regulation and spectrum acquisitions.

His clients include specialized domestic and international services providers, dark fiber and related telecom infrastructure firms, broadband providers and companies whose critical operations are dependent on wireless communications. Douglas represents services providers on Universal Service Fund contribution matters and focuses on several USF-supported programs.

He represents enterprises in negotiating domestic and global telecommunications services agreements with the major wireline and wireless carriers. Douglas also advises enterprises on transactional and regulatory matters associated with M2M services and IoT deployments, particularly those in the “Industrial Internet,” and represents MDU owners and developers in negotiating Internet and video access agreements and agreements for in-building wireless deployments.

Before focusing full time on telecommunications and technology matters, Mr. Jarrett was the principal outside environmental counsel for the domestic operations of a major multinational corporation.

Mr. Jarrett is a frequent speaker at technology and telecommunications conferences and a contributor to BeyondTelecomLawBlog. He is a member of the District of Columbia Bar, the Federal Communications Bar Association and the Business Law Section of the American Bar Association. He is active in the scholarship program supported by the FCBA Foundation and participates in pro-bono programs sponsored by the DC Bar.
