Biography

Patrick Whittle represents clients in transactional issues in telecommunications and related high-technology industries in a practice spanning more than 20 years. He works with Fortune 500 companies and other large, sophisticated telecommunications users negotiating and restructuring purchases of large packages of customized telecommunications and high-technology services, as well as comprehensive technology outsourcing agreements.

He was among the very first private firm lawyers to represent a user in negotiating a custom service purchase under AT&T’s Tariff 12 VTNS service offering and successfully defended the transaction before the Federal Communications Commission and court of appeals. Since then, he has handled scores of similar transactions involving virtually every significant provider of telecommunications.

Patrick also represents technology users in negotiating agreements in areas such as licensing, manufacturing, retailing, satellite transponder leases, dark fiber leases and IRUs. Patrick also advocates on clients’ behalf in a broad spectrum of federal and state regulatory proceedings affecting the rights and obligations of telecommunications service users.
