John Devine has concentrated his 25 years of practice, spanning more than three decades, in public finance matters. He has represented a number of issuers in connection with the offering and sale of bonds and has considerable experience with securities law and disclosure questions, public offerings of general obligation bonds and private activity bonds, 501(c)(3) bonds, port and airport facilities, variable rate demand obligations and taxable bonds. John's extensive experience encompasses a broad array of sectors and projects including healthcare, retirement, manufacturing, educational and nonprofit. He also regularly serves as bond counsel and as counsel to providers of credit enhancement, borrowers, underwriters and bond trustees. A significant portion of John's practice involves the representation of state-wide issues of municipal debt in Maryland, both as issuer's counsel and bond counsel. Over the years, John has been involved in high profile economic development transactions, including the $171,120,000 refinancing for the Chesapeake Hyatt Resort and the $68,200,000 refinancing of the Occidental Petroleum facility in the Port of Baltimore. In addition to his public finance practice, John has considerable experience in conventional real estate finance representing on a regular basis regional and national financial institutions. John is a board member of the St. Vincent de Paul Society of Baltimore and the Maryland Economic Development Association, where he also serves as the co-chair of the Business Development Committee.
