Mr. Overstreet represents businesses and individuals in their relations with and regulation by state and local governments. He has 30 years experience in handling complex matters before state administrative agencies. Mr. Overstreet regularly represents electric and telecommunications companies.

Mr. Overstreet also litigates state constitutional and administrative law matters before the state and federal courts.

Mark is head of the firm's Frankfort office. He is listed in ChambersUSA, "America's Leading Lawyers for Business," under Environmental, Natural Resources and Utilities, in The Best Lawyers in America® (1995-2012) in the categories of Administrative/Regulatory Law, Communications Law and Energy Law for 2012, and in Kentucky Super Lawyers magazine. He was also named Best Lawyers' 2012 Lexington Administrative / Regulatory Law Lawyer of the Year.

Recent Assignments

· Successfully represented the Kentucky General Assembly in defending an action brought by more than 150 school districts challenging the adequacy of public school financing

· Currently representing an electric utility before the Kentucky Public Service Commission in connection with a request for a general rate increase and approval of 100 MW wind purchase power agreement

· Successfully represented the Governor of Kentucky in a 2008 action brought by the President of the Kentucky Senate challenging the constitutionality of Governor's veto of Road Plan and Executive Branch's ability to expend funds in light of veto

· Currently defending two pharmaceutical manufacturers in an action brought by the Commonwealth alleging violations of the Consumer Protection Act, Medicaid Fraud status and False Advertising statute
