Biography

Allan C. Zhang is a partner at DeCotiis and a member of the firm’s Eminent Domain/Redevelopment, Public Entity and Sports Law practice groups.

Mr. Zhang’s experience focuses on representing public entities, developers, and private clients in eminent domain, redevelopment and a broad range of real estate, land use and infrastructure-related matters. Prior to entering private practice, Mr. Zhang also served as a law clerk to the Honorable Charles W. Dortch Jr., Presiding Judge of the New Jersey Superior Court, Family Division-Vicinage 4 in Camden, New Jersey. Mr. Zhang also previously served as President of the Asian Pacific American Lawyers Association of New Jersey (APALA-NJ).

Mr. Zhang received his B.S. and M.S.W. from New York University. He received his J.D. from Rutgers Law School in 2017. In law school, he served as a staff editor on the Rutgers Journal of Law and Religion and as student co-director of the Planning Estates Pro Bono Project and Domestic Violence Project. Mr. Zhang also received several honors, including the Dean’s Pro Bono Publico Award for Exceptional Service to the Community, Family Law Certificate, Dean’s Award for Service to Rutgers Law School, and the Mary Philbrook Public Interest Award for public service.

Mr. Zhang has been recognized for his professional contributions and leadership within the legal community. Since 2020, he has been named “Rising Star” by the New Jersey Super Lawyers Magazine, and in 2025 was selected for the ROI-NJ Influencers Power List: Law. Additionally, he has contributed to legal scholarship as a contributor to the New Jersey Condemnation Practice (4th Edition), as a co-author of the Real Property Tax Appeals chapter of the New Jersey Environmental Law Handbook (9th Edition), and as a published author in Right of Way Magazine (July/August 2022).
