Experience: Government Experience: Florida Public Service Commission: Water and wastewater acquisition adjustment rulemaking and implementation, including modernization of acquisition-related regulatory procedures.; Storm protection plans and associated recovery clause mechanisms, including implementation-focused rulemaking and cost recovery proceedings.; Nuclear cost recovery and decommissioning-related proceedings, including a nuclear decommissioning docket involving Duke Energy.; Electric utility recovery clause dockets addressing fuel, purchased power, conservation, and environmental related issues.; Pole attachment rulemaking and related regulatory frameworks.; Office of the Florida Attorney General: Managed a team of 20 staff and victims' advocates to process more than 250 victim compensation claims following the Pulse Nightclub attack.; Served as lead author and advocate for Florida's Information Protection Act (FIPA).; Successfully advocated for large scale legislative reforms including victims' rights, Florida's False Claims Act, Civil RICO, and other Criminal and Civil Justice reforms.; Public Finance and Bond Oversight: Approved and conditioned utility authority to issue long-term debt and equity and to incur short-term borrowings.; Reviewed and advised on the approval of more than $10.5 billion in state-issued bonds.; The above representations were handled by Mr. Fay prior to his joining Greenberg Traurig, P.A.
