Anna Jewart is an associate in the Public Sector, Real Estate, Land Use and Zoning, Energy and Natural Resources, and Data Center Development groups of Babst Calland. Ms. Jewart’s practice focuses on municipal and land use law in both the private and public sectors. She assists private clients in navigating zoning and other land use processes across Pennsylvania. In particular, Ms. Jewart specializes in renewable energy development, data center development, and similar industries. In addition, she represents public clients in municipal solicitorship and special counsel roles.

Representative Land Use and Zoning Experience • Represented developer as sole counsel of record in receipt of zoning approval for 265 MW solar project on mine land in highly contentious and publicized proceedings. Zoning approval was received, and the project is proceeding through the permitting process. Continues to provide assistance with land development and other entitlements.

• Represented developer as co-land use counsel in receipt of zoning approval for 80 MW data center project in highly contentious and publicized. Zoning approval was received, and the project is proceeding through the permitting process. Continues to provide assistance with land development and other entitlements. • Represented developer as sole counsel in receipt of zoning approval for 65 MW Solar and 80 MW Battery Energy Storage. Zoning approval was received but is subject to an appeal and cross appeal. Settlement of the consolidated appeals is pending, and the project is proceeding through the permitting process. Continues to provide assistance with land development and other entitlements.

• Represented developer as sole counsel in receipt of zoning approval for 60 MW Battery Energy Storage Project. Approval received. The project is proceeding through the permitting process. Continues to provide assistance with land development and other entitlements.

• Represented developer as sole counsel in receipt of zoning approvals from Zoning Hearing Board for multiple solar energy projects. Zoning approvals were received, and litigation as to imposition of conditions pending settlement. Continues to provide assistance with land development and other entitlements.

• Has represented developers as sole counsel in receipt of zoning approvals for over a dozen solar energy projects.

• Has provided developers with land use and local permitting review for potential purchase or development of multiple solar energy development, battery energy storage facility, and transmission infrastructure siting projects.

Representative Appellate Experience

• Represented a municipal authority client as intervenor in opposition to appeal of objectors to major school development before the Commonwealth Court and prevailed.

• Represented a zoning hearing board client in opposition to a complex land use appeal before the Commonwealth Court and prevailed.

• Represented applicant/ appellant in complex land use matter involving non-conforming uses, argued before the Commonwealth Court. Matter pending on remand.

• Represented in support of validity of ordinance adopted in pursuit of FHAA compliance, argued before the Commonwealth Court.

Memberships and Affiliations

Ms. Jewart is admitted to practice law in Pennsylvania and before the United States District Court for the Western District of Pennsylvania. She is a member of the Allegheny County Bar Association (ACBA) and Pennsylvania Bar Association (PBA) and is the secretary for the ACBA’s School and Municipal Law Section and has served as Secretary of the PBA’s Municipal Law Section. Ms. Jewart is co-Solicitor for the Allegheny County & Western Pennsylvania Association of Township Commissioners (AC&WPATC) and serves on the board of the Pittsburgh Chapter of Women of Renewable Industries and Sustainable Energy (WRISE). She also serves as a volunteer attorney for the Neighborhood Legal Service’s Protection from Abuse Program. In 2026, Ms. Jewart was selected by The Legal Intelligencer as one of only 11 “2026 Lawyers on the Fast Track, Small/Midsize Winners” statewide in Pennsylvania. This recognition is only given to attorneys under the age of 40 who have demonstrated excellence in four categories: development of the law; advocacy and community contributions; service to the bar; and peer and public recognition. She was also selected to the 2024-2026 Pennsylvania Rising Stars lists.
