Biography

Mr. Raley has practiced in the fields of water law and related federal environmental laws since 1983. He served as the Assistant Secretary for Water and Science, Department of the Interior, for the years 2001-2004. His responsibilities as Assistant Secretary included the development and execution of legal strategies relating to the operation of federal water projects throughout the West. He has both state and federal court experience, as well as extensive experience in working with state and federal agencies. Additional experience: Chief Counsel, U.S. Senate Judiciary Subcommittee on the Constitution, Federalism and Property Rights (1995); Special Assistant Attorney General, State of New Mexico, litigation counsel in federal district court litigation, 1998-2001, federal district court litigation, 2011, Texas v New Mexico, United States Supreme Court, 2013; Staff Counsel to U.S. Senator Hank Brown (1991-1992); Davis, Graham & Stubbs, Associate (1983-1990), Partner (1990-1991). Mr. Raley was selected by Best Lawyers as the 2014, 2017, and 2019 Colorado Water Lawyer of the Year.
