Brad Parrott represents ENR top 400 general contractors, specialty contractors, design professionals, owners and developers throughout the United States in all facets of the construction life cycle. Mr. Parrott serves as national litigation counsel for a number of large companies managing and leading their litigated matters. Brad’s experience as lead counsel involves litigated disputes throughout the United States in federal courts, state courts, American Arbitration Association, ASBCA, CBCA, Court of Claims and private ADR dispute proceedings. His working includes disputes involving a broad range of project types and delivery methods. Brad serves as lead counsel for the drafting and negotiation of construction contracts including GMP, design-build, DBO, CMAA, CMAR and EPC agreements across a variety of market sectors including sports arenas, hospitals, power generation, infrastructure, water/wastewater, correctional institutions, education, multi-family, municipal, manufacturing, commercial, retail offices and institutional. A significant portion of Brad’s practice involves representing Federal Government Contractors as both project counsel and disputes counsel. Brad and the HLPW team have an intimate knowledge of the Federal Acquisition Regulations (FAR) and the Defense Federal Acquisition Regulations (DFAR) governing most Federal Construction Projects. Brad has led internal investigations and defended civil allegations of violations of the False Claims Act and the Buy American Act. Brad is frequently requested to defend large catastrophic insured claims by both individual insurers and syndicated domestic and global insurance towers.
Brad is the son of a general contractor and grew up working on construction sites. Brad is married to a fellow lawyer and the daughter of a Federal general contractor so the construction industry is literally embedded in his family. When not working, Brad enjoys the outdoors and spending time with his family on the lake.

• Representing general contractor responsible for the construction of dissolved oxygen injection plants needed during the dredging of the Savannah Harbor.
• Defending contractor responsible for installation of guardrail against claims of catastrophic personal injury.
• Representing general contractor relating to the construction of $150M project in Texas.
• Representing government contractor in multi-million dollar REA and subsequent ASBCA appeal.
• Defending government contractor against claims under the False Claims Act and claims alleging professional design negligence arising out of a project in the Washington, D.C. area.
• Representing specialty contractor on claims relating to the construction of the largest road project in Nevada’s history.
• Defending specialty contractor against claims of delay and impact relating to the construction of college student housing in Arizona.
• Defending national civil engineering firm against allegations of design errors relating to pavements and related civil designs on a project in Louisiana.
• Representing a contractor in claims against a delegated designer that involve a breach of the standard of care for a structural engineer. Specifically, the matter involves the failure to properly account for the break out values of a steel column secured to cast in place concrete with a connection plate and epoxied anchors for a crane incorporated into a plant.
• Representing specialty contractor on multiple claims in South Florida relating to infrastructure projects.
• Defending design builder of building cladding system against allegations of defects in Tampa, Florida.
• Defending design builder of a wastewater treatment facility on a federal military base against claims made by a steel fabricator. Matter involves sufficiency of shops drawings, timeliness of shop drawings and delays caused thereby.
• Defending steel fabricator against claims of delay relating to the design, fabrication and erection of structural steel for the VA Hospital in Decatur, GA. Matter is pending in a federal claims proceeding that will ultimately go to the Civilian Board of Contract Appeals.
• Represented and defended international structural engineer of a major U.S. sports arena.
• Represented a major specialty contractor asserting multi-million dollar claims associated with the design and construction of the cooling towers at the VC Summer Nuclear Reactor.
• Represented a delegated designer on claims relating to structural elements exposed to beach front on South Padre Island, TX
• Represented a local government in defense of claims of delay and changes brought by a general contractor. HPW prevailed on summary judgment.
• Represented a general contractor in a multi-million dollar delay claim relating to the construction of a luxury hotel in Charleston, South Carolina. Case involved issues of design deficiency and owner interference. Case on a favorable confidential basis.
• Represented a building owner against claims from a contractor of wrongful termination and that the contractor was owed lost profits. The case was arbitrated and an award was entered in favor or our client.
• Represented a design builder wastewater treatment facilities and other water conveyance systems in multiple projects throughout the United States.
