Biography

Brooks Marquette counsels domestic and international clients on regulatory compliance related to food and drug packaging materials, with an emphasis on food additives, food-contact materials, and drug packaging. He also advises clients on good manufacturing practice (GMP) issues related to the manufacture of food and drug packaging.

Brooks assists clients in obtaining regulatory clearances for food contact materials and food additives and advises on establishing self-determined Generally Recognized as Safe (GRAS) positions. Brooks drafts legal opinions for clients evaluating packaging components, including polymer components, adhesives, printing inks, and color additives. He also advises clients on the regulatory requirements applicable to the use of recycled materials in food-contact applications.

While in law school, Brooks was a member of the Moot Court Honor Society, and in 2023, he and his teammate won the D.C. Bar’s Moot Court Competition. Brooks also served as Note and Comment Editor for the Administrative Law Review and authored a law review article titled “Incentivize and Insure: How FDA Emergency Use Authorization and 28 U.S.C. 1498(a) May Promote and Protect Patent Infringement.” He was also a Legal Intern for the Department of the Interior, Office of the Solicitor.

Brooks has undergraduate degrees in both Biology and Marine Science. His technical background is valuable in assisting clients with complex scientific issues as they relate to legal and regulatory requirements.
