Cathleen has been one of the brightest, most responsible and knowledgable lawyers involved in municipal law over the past few decades in this province. She has dispensed advice freely to lawyers acting for municipalities, and did a remarkable job in overhauling the municipal legislation in Nova Scotia in the late 1990s. She has had other responsibilities since then, about which I am not as familiar, but her commitment has been outstanding in the areas I am familiar with. Read less
