Biography

Cecilia Murillo-Quintana, an associate attorney based in the Riverside office of Wilner & O’Reilly, APLC, is a distinguished legal professional admitted to the California Bar and the 9th Circuit Court of Appeals.

Bringing a wealth of practical experience and substantive knowledge, Ms. Murillo-Quintana served as a former officer with USCIS' Los Angeles Asylum Office. In this role, she played a pivotal role in adjudicating asylum, credible and reasonable fear applications. Notably, she was selected as one of the few officers to handle follow-to-join refugee applications. Leveraging her Spanish language skills and prior experience with unaccompanied children, she served as a virtual case manager with the Office of Refugee Resettlement to the Southern Border. Her efforts resulted in reuniting over a hundred children with their family members in the United States. Her dedication led her to receive training at the Federal Law Enforcement Training Center (FLETC) in Glynco, Georgia.

During her law school years, Ms. Murillo-Quintana interned at Casa Cornelia Law Center, a San Diego-based non-profit organization. At Casa Cornelia, she worked extensively with victims of domestic violence, assisting in the preparation of their U Visa, VAWA, and Asylum applications.

Having emigrated from Mexico to the United States at the age of 18 months, Ms. Murillo-Quintana intimately understands the complexities of the U.S. immigration system. This personal journey enables her to empathize with her clients as they pursue their "American Dream."

In her leisure moments, Ms. Murillo-Quintana finds solace in hiking with her spouse and two Siberian huskies. Her commitment to pro bono legal services earned her the Wiley W. Manuel Certificate in 2014.
