Charles R. Dyas, Jr. is an of counsel member of Barnes & Thornburg LLP's Columbus office, where he practices in the firm's Finance, Insolvency and Restructuring Department and the Environmental Law Department.
Mr. Dyas concentrates his practice on all aspects of Chapter 11 bankruptcy and work-out matters, receiverships, business and commercial litigation, administrative law, environmental law, and real property and zoning. He has represented creditors and creditor committees in Chapter 11 bankruptcy proceedings; assisted financial institutions with commercial foreclosures, workouts, receiverships and collection of commercial debts; and represented the Ohio Department of Insurance Liquidation Office in pursuing claims in insolvency proceedings.
Mr. Dyas' litigation experience includes representing clients before a variety of state and local governmental agencies, including zoning boards; boards of revision; Public Utilities Commission of Ohio; Ohio Board of Tax Appeals; Ohio Elections Commission; Ohio Secretary of State; Ohio Environmental Protection Agency; Ohio Department of Natural Resources; Bureau of Underground Storage Tank Regulations; and the Ohio Attorney General's Charitable Contribution section. He has also represented clients in complex litigation matters in both federal and state court. He defends and pursues actions for breach of contract claims; commercial loan defaults; products liability, toxic tort claims; and federal and state environmental cases.
Additionally, he has more than twenty years of experience in the environmental and natural resources law arena and advises clients and colleagues on virtually all aspects of environmental risk associated with a given transaction.
Prior to joining Barnes & Thornburg, Mr. Dyas practiced with Kegler Brown in Columbus, Dinsmore & Shohl in Cincinnati, and served as an assistant attorney general from 1986 to 1990 with the Office of the Ohio Attorney General's Environmental Enforcement section.
Mr. Dyas received his B.A. in political science from Ohio University in 1981. He earned his J.D. in 1986 from Capital University Law School.
Mr. Dyas is actively involved in a number of professional and civic organizations. He is a member of the American Bar Association; the Ohio State Bar Association (OSBA), District 1 Council of Delegates and past chair of environmental law committee; Boy Scouts of America, Simon Kenton Council, Risk Management committee; Columbus Bar Association; 2012 President, Union County Bar Association, bar admissions, character & fitness review committee; Leadership Columbus, 2004 Focus Class; Cincinnati Bar Association (CBA), past chair of environmental law committee; Ohio Chamber of Commerce; Ohio State Bar Foundation, 2003 Fellows Class; and the Union County Chamber of Commerce, legislative committee.
In addition, Mr. Dyas serves as chair of the board of Mental Health and Recovery Board of Union County, president of the board of United Cerebral Palsy of Central Ohio, a member of the Union County Port Authority Board, a member of the Union County YMCA board, a mock trial judge for Ohio High School, and he is Martindale AV rated. A frequent lecturer and author, he has spoken at various OSBA, CBA and NBI seminars, and has authored numerous articles for legal and business publications.
He is admitted to practice in the state of Ohio and before the U.S. Courts of Appeals for the District of Columbia and the Sixth Circuit, the U.S. District Courts for the Northern and Southern Districts of Ohio, and the U.S. Supreme Court.
