During his career at the OCDA, Frank served 22 years as a prosecutor handling misdemeanors, serious felonies, and violent gang crimes, and four years as a Civilian Investigator assisting in the prosecution of sexual assault and domestic violence cases. He served as a Gang Unit Prosecutor for eight years, led a Gang Prevention program, and handled high-profile cases as part of the Special Prosecutions Unit. He earned his Juris Doctor from Western State College of Law and his undergraduate degree from California State University, Long Beach, and is a former board member of the Hispanic Bar Association and a member of the Orange County Bar Association, CAALA, and the Consumer Attorneys of California.
