Gerald J. “Jerry” Jennings

Jerry Jennings advises companies on state and local government affairs, public procurement, and government investigations. He counsels corporate and institutional clients in regulated industries, including financial services, on matters before legislative, executive, and regulatory bodies.

Jerry counsels clients on navigating legislative and regulatory processes, lobbying compliance, and engagement with officials. He helps prepare policy analyses, develop advocacy strategies, and respond to public policy proposals that affect business operations. He also handles bid protests, contract negotiations with state and local agencies, and disputes arising from government contracts and procurement. Jerry’s experience includes advocacy before public entities, litigation involving municipalities and agencies, and a background working within a global financial institution.

Jerry previously served as Managing Director & Head - State & Local Government Affairs at Citi, where he led state and local government affairs across all 50 states. He worked with legal, business, and compliance teams on public policy issues, oversaw compliance reporting related to government affairs and political activity, and managed engagement with outside lobbying firms and trade associations. He also represented the company before legislative and executive branches and regulatory bodies, assessed and addressed policy and political matters affecting the financial services sector, and served as a liaison to attorneys general across the United States.

Earlier in his career, Jerry led a government contracts and investigations practice, representing clients in procurement matters, government investigations, and litigation with public entities. He previously prosecuted criminal cases as an assistant state attorney and tried 43 jury trials. Jerry also worked as an appellate court attorney, researching and drafting memoranda and decisions for civil and criminal appeals. He has also handled general civil and criminal litigation matters for individual, institutional, and municipal clients in local, state and federal court.
