Hugh Smachlo focuses his practice on international trade matters, including trade remedy proceedings, customs issues, and regulatory actions before the U.S. Department of Commerce, U.S. International Trade Commission, U.S. Customs and Border Protection, and the U.S. Court of International Trade. He advises clients on antidumping and countervailing duty investigations, Section 232 tariffs, and trade enforcement actions, and assists with compliance and strategic trade planning. Hugh also advises clients on a range of economic sanctions and export controls issues, including those arising under sanctions programs administered by the U.S. Department of the Treasury’s Office of Foreign Assets Control (OFAC), the International Traffic in Arms Regulations (ITAR), and the Export Administration Regulations (EAR).Before joining private practice, Hugh served in several government roles. At the U.S. Department of Commerce, he was part of the negotiation team for Section 232 tariff agreements with the EU, Japan, and the UK, and developed policy recommendations and regulations for steel and aluminum import licensing.
