Biography

Ian T. Duggan is a creative, determined trial attorney and problem solver who enjoys working with clients, both plaintiffs and defendants, to help resolve challenging legal matters. Whether a client is confronted with general commercial litigation issues, a personal injury dispute, or criminal charges, Ian’s goal with every case is to maximize positive results for his clients, both inside and outside the courtroom.

An experienced trial lawyer, Ian is at home in the courtroom and has tried more than 40 cases to verdict. Ian is licensed to practice in all state and federal courts in South Carolina and represents individuals, businesses and organizations before municipal and administrative bodies.

With a practice that focuses on complex litigation, Ian’s recent experience include the following representative matters,

  • In August 2018, after a nearly two-week jury trial, Ian secured a full acquittal for a doctor in a complex federal healthcare fraud prosecution.
  • In December 2018, Ian represented a senior noncommissioned officer and military instructor accused of serious criminal misconduct. Thanks to his efforts, all charges were dropped and the SNCO’s promotion was reinstated.
  • After a five-day civil jury trial in February 2019, Ian secured a six-figure verdict against the State of South Carolina in an inverse condemnation and trespass case.
  • In March 2019, Ian represented an individual accused of wrongdoing by a professional licensing and credentialing board. Ian’s efforts before the board ensured no adverse action—maintaining his client’s good name and professional standing.
  • In June 2019, Ian secured a seven-figure settlement for his client in a complex, multi-jurisdiction business dispute.[1]

Prior to joining Callison Tighe in 2017, Ian was an officer in the U.S. Air Force. Serving tours of duty as a judge advocate in Afghanistan, Turkey and Qatar, Ian was recognized as one of the top trial advocates in the Air Force and prosecuted and defended some of the Air Force’s highest-profile criminal cases.

In addition to serving as a senior military prosecutor and defense counsel, Ian was often called upon to instruct other judge advocates in trial litigation and criminal investigations. He was one of the first military attorneys to receive a designation as special victims’ counsel. He regularly advised senior military leaders on a variety of issues including ethics, government investigations, government contracts, and federal regulatory compliance. He also advised federal law enforcement in many joint investigations among military, state, and federal law enforcement agencies on national security and other serious criminal matters. While on active duty, Ian served as a Special Assistant United States Attorney representing the United States in federal court proceedings.

After separating from active duty, Ian served as a senior trial and appellate counsel for the United States Air Force in a reserve officer capacity. In 2019, he became a member of the South Carolina Air National Guard, where he presently serves as a judge advocate for the 169th Fighter Wing at McEntire Joint National Guard Base.

Though raised in Virginia, Ian considers South Carolina home. He came to the state to attend Furman University, where he graduated with a bachelor’s degree in history in 2007. Ian received his Juris Doctor from the University of South Carolina School of Law in 2010.
