Biography

Jeff's practice focuses on representing excess and surplus lines insurers in complex coverage disputes. He has extensive experience representing insurers in Declaratory Relief, Contribution and Bad Faith actions. He has also handled numerous environmental, professional liability and construction defect coverage claims.

In addition to his extensive insurance coverage experience, Jeff has experience in prosecuting reinsurance recovery claims, representing reinsureds in both private arbitrations and trial courts. Jeff was involved in all phases of the landmark California insurance coverage decision Montrose Chemical Corp v. Admiral Insurance Company (1995) 10 Cal.4th 645, which determined the trigger of coverage for continuous losses under Commercial General Liability policies. He has been a lecturer at the California Environmental Trial Academy on the topic of trigger of coverage issues.

Jeff holds a B.A. in Political Science from UCLA, which was obtained in 1981. Subsequently, he pursued a J.D. degree at Santa Clara Law School, completing his legal education in 1986.
