Biography

John L. Mascialino leads the firm's New York Government Law & Policy Practice. He focuses his practice on government contracts, government affairs, government investigations, government-related real estate matters and administrative law. John counsels private and publicly owned companies and not-for-profit organizations on state and local regulatory, legal, and policy matters with a focus on the clients' strategic objectives and provides advice on matters that will enhance their business opportunities in the city and state of New York.

John advises on all aspects of government procurement and contracting processes including but not limited to: competitive bids and RFP responses and compliance, protests and administrative challenges, contract negotiation, vendor responsibility and integrity issues, as well as government litigation. John has represented clients in diverse industry groups such as technology, construction, housing and development, health care, transportation, outdoor advertising, and has deep experience with NYC concessions, franchise and revocable consents.

Prior to his 20 plus years in private practice, John spent several years working in New York City government, serving as First Deputy Commissioner of the Department of Citywide Administrative Services (DCAS), where he was responsible for procurement of city equipment and supplies and in charge of many city real estate assets. Prior to that, John was Counsel/Deputy Chief of Staff for the Deputy Mayor for Operations, where he assisted in the supervision of many City operational agencies, was a mayoral appointee to the Franchise Concession Review Committee (FCRC), and also served as Deputy General Counsel of the Mayor's Office of City Legislative Affairs.

John has also previously served as the co-hiring chair for the firm’s New York Office and as the co-career development liaison responsible for the professional development of its associates.
