Mr. Miller was born in Brooklyn, NY, but his family migrated to Virginia when he was young. Joe primarily grew up in the Western Branch area of Chesapeake, VA, attending and graduating from Western Branch High School. He went on to College in the Atlanta Metro Area at Emory University, and after that attended and graduated from William and Mary Law in 1987. After an early career with his father's prestigious firm, Miller & Bondurant, representing injured railroad workers under the Federal Employee's Liability Act (FELA) and successfully trying cases throughout the Southeast, Joe moved on to start his own firm. After continuing litigation practice representing car accident victims, he yearned to return to represent injured workers, which led him to his primary area of practice, which is workers compensation law in both Virginia and North Carolina. Joe resides in Norfolk, Virginia with his wife and two daughters. His hobbies included religious studies, music, and snow skiing.
