Biography

Licensed to practice in California, Texas, and Washington, Attorney Joshua Klugman brings over 15 years of experience defending and advising employers, with a particular focus on small and mid-sized businesses that need practical, cost-effective legal guidance without large-firm overhead.

Joshua works with employers before problems escalate. He advises on terminations, discipline, performance management, workplace investigations, HR compliance, and personnel documentation, with the goal of reducing legal exposure and preventing avoidable claims. When adverse actions are necessary, he helps employers execute them cleanly, defensibly, and with an eye toward minimizing downstream risk.

When claims are filed, Joshua defends employers aggressively and efficiently in litigation and administrative proceedings, including matters before the DFEH and EEOC, as well as state and federal courts. A core part of his practice involves defending employers without EPLI coverage, where strategic decision-making, cost control, and early risk assessment are essential. He is known for giving employers straight answers about exposure, leverage, and settlement value—without theatrics or inflated legal posturing.

Joshua also represents employees in select matters. This experience strengthens his employer-side practice by giving him direct insight into how employee claims are evaluated, pled, and leveraged. Employers benefit from this dual perspective, which allows Joshua to anticipate opposing strategies and assess cases based on how they actually unfold in the real world.

Joshua graduated cum laude from California Western School of Law in San Diego. His legal education included international study examining workplace hierarchy and human-rights frameworks, which informs his understanding of employment law and reinforces the importance of compliant, well-documented employment practices under statutes such as Title VII of the Civil Rights Act of 1964 and California’s Fair Employment and Housing Act.

He is known for being direct, responsive, and pragmatic. Employers work with Joshua because they want clear guidance, fast turnaround, and legal advice grounded in business realities. He offers affordable, transparent rates designed for employers who need experienced counsel without unnecessary expense.

Outside of his practice, Joshua enjoys martial arts, hiking, and swimming—interests that reflect discipline, focus, and consistency.
