Biography

Liran is the head of our firm’s tenders practice.

Adv. Liran Welcman has over 12 years of experience providing legal counsel on all matters pertaining to tenders, project finance, and infrastructure. He represents both public and private entities, including government ministries, public and private companies, government companies, statutory corporations, local authorities, municipal corporations, and multiple dual entities.

Liran specializes in guiding various types of complex local and international projects (DBOT, BOT, PFL, and EPC/turnkey), including public-private partnerships. He advises throughout all stages of a project, from design and planning to execution and completion.

Liran has provided legal services for some of the largest projects in Israel, including the Tel Aviv Light Rail, various Ministry of Construction and Housing projects, coastline and environmental rehabilitation projects, the sale of some of the largest private land reserves in Israel, and more.
