Ms. Morgan is a Partner in The Law Offices of Frank F. Daily, P.A. She has been with the firm since 2007. She is admitted to practice law in both Maryland and the District of Columbia. In her practice, she is responsible for all aspects of civil litigation, from inception through trial and post-trial proceedings. She represents insurance companies and property owners in complex product liability claims including toxic tort cases involving lead exposure, formaldehyde exposure and other environmental exposures. Her practice is also devoted to mass tort and large loss cases.
Ms. Morgan attended the University of Baltimore School of Law and was subsequently appointed as a judicial clerk in Baltimore City Circuit Court under the Honorable Judge John C. Themelis for one year following law school. During this time she oversaw a heavy criminal docket, including both felony and misdemeanor cases.
Ms. Morgan is a member of the Maryland State Bar Association and Maryland Defense Counsel, Inc. She has lectured on issues regarding lead paint litigation and was appointed as Vice Chair of the Maryland Defense Counsel's Subcommittee on Lead Paint in 2015.

Our diverse practice involves significant work in the areas of insurance defense and tort litigation, insurance coverage litigation, regulatory matters, lead paint litigation, products liability litigation, asbestos defense litigation, appellate practice, and general personal injury matters. Several members of the firm including myself, have extensive jury trial experience, so the firm is not hesitant to try a case when trial is necessary and appropriate. Automobile Litigation – Our firm has extensive experience handling and trying automobile litigation. Our attorneys handle cases in Maryland District and Circuit Courts, Federal Court and Washington, D.C.
In terms of appellate work in this area, the firm has handled several significant automobile related cases, including (cite Maurer), a case that was significant to the process by which cases are settled pursuant to Section 19-511 of the Maryland Insurance Code.
Insurance Coverage – The firm handles insurance coverage litigation, and has been involved in several coverage cases impacting Maryland law. The firm handled Nesbit v. GEICO, which addressed an important aspect of personal injury protection (“PIP”) coverage. Within the last year, the Court successfully handled two coverage cases that were heard before the Maryland Court of Appeals, including Connors v. GEICO, which addressed the manner in which underinsured motorists benefits are to be calculated, and Woznicki v. GEICO, which addressed issues regarding Section 19-511 of the Maryland Insurance Code.
Insurance Regulatory Matters – The firm regularly handles administrative matters before the Maryland Insurance Administration and the Office of Administrative Hearings addressing both consumer complaints and regulatory inquiries. The firm will work with clients in order to assure compliance with regulatory issues and, when appropriate, will work with the client to develop creative regulatory resolutions and settlement agreements. The firm takes pride in our efficient, competent and responsive representation to insurers throughout the region.
Lead Paint Defense – The firm has defended lead paint cases since the late 1980’s and the firm has been handling lead paint litigation since the inception of the firm in 1999. I have tried several lead paint cases to verdict. We also have a strong motions practice in the lead paint arena and have successfully obtained summary judgment on behalf of numerous lead paint defendants. Additionally, the Law Offices of Frank F. Daily, P.A. has briefed and argued matters before the Appellate Court of Maryland and the Supreme Court of Maryland. The firm was counsel of record on one of the most seminal cases in Maryland lead paint litigation, Brooks v. Lewin.
Environmental Regulatory Compliance - As the leader of the firm's environmental regulatory compliance group, I work with clients to develop and execute strategies designed to achieve environmental business objectives, often involving a combined approach incorporating law and government relations. These strategies are sometimes implemented prior to the involvement of federal or state action in order to prevent risk, liability and penalties in the future. I have also successfully defended clients after actions were filed against them in order to reduce and eliminate penalties and liability.
Construction Litigation – The Law Offices of Frank F. Daily, P.A., defends general contractors and subcontractors in matters concerning alleged construction defects, construction-related injuries, indemnification and Consumer Protection Act claims. Our attorneys handle construction matters in both state and federal courts, and in mediation and arbitration before the American Arbitration Association.
Products Liability and Toxic Tort – The Law Offices of Frank F. Daily, Esquire, represents manufacturers, distributors, and retailers in products liability matters brought in both state and federal court. The firm has extensive experience handling asbestos litigation. I have handled at the firm have handled a wide variety of product liability cases, including adhesives, carpeting, automobile, ATV’s, printing presses, and other manufacturing machines. I have represented insurance companies and property owners in complex toxic tort cases involving lead exposure, mold, formaldehyde exposure and other environmental exposures.
Civil Litigation – The firm has an active practice in general civil litigation, including matters involving premises liability, injuries due to alleged property defects, fire losses, dog bites, bed bud infestations, condominium association disputes, and mold related issues. We will competently and efficiently handle all phases of civil litigation, from removal actions to appellate briefing and argument. Appellate Practice - The firm has an extensive appellate practice, both from defending/prosecuting claims in litigation the firm was originally involved in, or being brought in solely for purposes of handling the appeal. The firm handles appeals in insurance coverage (Woznicki v. GEICO, 443 Md. 93 (2015); Connors v. GEICO, 442 Md. 466 (2015); Maurer v. Pa. Nat. Mut. Cas. Ins. Co., 404 Md. 60 (2007); Nesbit v. GEICO, 382 Md. 65 (2004)), lead paint (Barr v. Rochkind, 124 A.3d 1128 (Md. 2015); Butler v. S&S P’Ship, 435 Md. 635 (2013); Barksdale v. Wilkowsky, 419 Md. 649 (2011); Kennedy v. Lasting Paints, 404 Md. 427 (2008); Brooks v. Lewin Realty III, Inc., 378 Md. 70 (2003)), and products liability (Miller Metal Fabricating, Inc. v. Wall, 415 Md. 210 (2010)). The firm has handled significantly more appeals, but the majority of opinions from the Maryland Court of Special Appeals are unreported.
Defamation/Civil Rights - Our firm has been recognized for its defamation cases and has carved a niche in the practice area. The defamation referrals our firm has received is a mark of the respect we have gained for our defense of clients who have been sued for libel and defamation and other civil rights violations.
