Biography

Lucille (Lucy) Flinchbaugh joined Mullen & Henzell in 2023 as an associate in the Business and Real Estate group. Her practice focuses on land use entitlements, site selection, permitting, and environmental compliance, representing developers in all stages of the development process for a wide range of mixed use, commercial, residential, and energy projects. Her experience covers a variety of programmatic areas of environmental and land use laws and policy, from the local to federal level. Specifically, she has helped developers navigate complex matters implicating the California Environmental Quality Act, Subdivision Map Act, National Environmental Quality Act, redevelopment law, California Housing Laws, zoning issues and historic resources regulation. Lucy also has a strong background in public utility regulation, representing major utilities during project development and construction, as well as in proceedings in front of the California Public Utilities Commission.

Outside of work, Lucy is an avid rock climber and runner, and enjoys spending time cooking with her dogs.
