Biography

Mark Phillips is co-head of our Project Finance department. Mark has advised on almost all of the large scale infrastructure projects in Israel, working with developers, sponsors, lenders and public authorities on a range of BOT / PFI and other infrastructure projects. Mark has an especially strong track record of advising local and international lenders on Israeli project financings.

Mark works in a wide range of sectors, including road and rail transport, conventional and renewable energy and desalination. He also works on the exploration, development and financing of Israel’s natural gas resources, advising developers, lenders and service providers in this field.

Mark’s work covers all aspects of project development and financing from initial pre-qualification and tender stages, through to financial close, project construction and operation, as well as advising on regulatory issues affecting the projects.

In addition, Mark has considerable experience in advising on local and cross border mergers and acquisitions, with emphasis on transactions in the infrastructure sector.

Mark was recently selected as Project Finance Lawyer of the Year for 2021 by Who’s Who Legal.
