Biography

Martin R. Salzman, born and raised in Louisville, Kentucky, enjoyed four years in Boston during his undergraduate studies, then upon commencing law school at Emory University, he planted roots in Atlanta, GA, where he has now lived for over 40 years.

Graduated from Boston University summa cum laude with a Bachelor of Science in Business Administration, and served as elected President of the School of Management. Graduated from Emory Law School with distinction. While at Emory, he was an editor of Emory Law Journal.

Martin is the managing partner of HPSS. His practice exclusively focuses on the construction industry. Over his 39 years of practice, Martin has represented clients on a wide range of public and private construction projects throughout the United States, starting with the review of contract terms and conditions, continuing with providing advice on problem avoidance during the projects, to involvement in dispute resolution procedures. Specifically, Martin has successfully tried construction cases in a number of different forums—federal court, state court, Armed Services Board of Contract Appeals, Civilian Board of Contract Appeals, United States Court of Claims, state and local administrative bodies, and arbitrations before the American Arbitration Association and JAMS. In addition, Martin has participated in hundreds of mediations throughout the United States.

Martin has lectured extensively on construction industry topics to trade associations and clients.

Representative Construction Projects

- Represented EPC prime contractor on a $1 billion gas liquefaction plant project

- Represented prime contractor on $600 million high voltage electrical installation project and successfully prosecuted an REA of $100 million

- Represented prime contractor on solar projects and successfully prosecuted claims for unanticipated additional costs

- Represented various clients (general contractors and primary subcontractors) on multi-family and student housing projects

- Represented prime contractor on assisted living housing project

- Represented electrical prime contractor on industrial plant projects

- Represented electrical prime contractor on the Big Dig project in Boston, MA

- Represented various clients on VA Hospital and private hospital projects throughout United States

- Involved in pursuing claims on behalf of clients on highway projects in North Carolina, Tennessee and Georgia

- Involved in a dispute concerning the construction of a Level 3 Biocontainment Laboratory

- Involved in claims on Nuclear Power Plant

- Represented clients in the fiber optic arena

- Represented clients with claims arising out of Division 17 Security, Fire Alarm and Communication work in federal and state prisons, airports and hospitals

- Involved in representing clients with claims on wastewater treatment and water plants

- Represented clients on individual, commercial and governmental projects

- Involved in claims on petrochemical and gas production facilities

Articles

Mr. Salzman has co-authored a number of articles for various trade publications on current topics concerning the construction industry. He also co-authored a chapter entitled "Formal and Informal Discovery Procedures and their Enforcement in Arbitration" in a book titled "Alternative Dispute Resolution in the Construction Industry" which was published by Wiley Law Publications in 1991.
