Biography

Charles has a business-oriented law practice with a strong emphasis on the structuring of transactions, advising family-owned and other small businesses, negotiating with lenders, and handling commercial real estate transactions.

A native of Sumter, he studied at the Université de Paris à la Sorbonne and received his B.A. degree from Davidson College. After working a number of years as a newspaperman in Paris with the International Herald Tribune and Agence France-Presse and in Tehran with Kayhan International, he returned to South Carolina and obtained his J.D. degree from the School of Law at the University of South Carolina in 1977.

A significant portion of his practice has focused on international commercial transactions, from representing foreign clients in identifying investment opportunities in the United States and elsewhere to counseling small and medium-sized U.S. companies in developing export markets. He has served as Chairman of the International Law Committee of the South Carolina Bar.

He has also been involved in class actions on behalf of borrowers in mortgage loan transactions. Over the years a number of cases have been filed in state and federal court and prosecuted to successful and meaningful conclusions for consumers.

Charles is married to Susie Connors Dibble, a Realtor and former member of the Richland One school board. They have two children, Samuel and Ruth.

The Dibble family is active at Trinity Cathedral where Charles serves as a lector and is chairman of the Archives Committee. Keenly interested in education, he currently serves on the board of a local Montessori school and is an active alumnus of Woodberry Forest School and Davidson College; he previously served on the School Improvement Committee (SIC) of A.C. Moore Elementary School.
