Areas of Emphasis

Charles Saffer is senior counsel in the Energy and Natural Resources and Corporate and Commercial groups of Babst Calland. His practice is focused on real estate and mineral title matters for corporate clients within the commercial and oil and gas industries. He has experience in examining and certifying mineral titles in counties throughout West Virginia. Mr. Saffer has also represented property owners in commercial real estate transactions including leasing, acquisitions and financing matters with a focus on retail and industrial real estate. He has appeared as counsel of record in numerous Circuit Courts in West Virginia in connection with lawsuits involving real property, leasing, trespassing and collection matters. In 2017, Mr. Saffer served as local real estate counsel on the development of a major interstate natural gas pipeline in West Virginia. He previously represented a multinational chemical corporation in the disposition of significant assets in West Virginia.

Background

Mr. Saffer attended West Virginia University and received a Bachelor of Arts in Political Science, cum laude, in 1995. In 1998, he received his J.D. from the West Virginia University College of Law graduating Order of the Coif and serving as a member of the West Virginia Law Review.

Memberships and Affiliations

Mr. Saffer is admitted to practice in West Virginia. He is also admitted to practice before the United States District Courts for the Southern and Northern Districts of West Virginia and the United States Court of Appeals for the Fourth Circuit. Mr. Saffer is a member and Trustee at Large of the Energy and Mineral Law Foundation. He is also an Associate Member and Education Committee Member of the Michael Late Benedum Chapter (MLBC) of the American Association of Professional Landmen (AAPL).

Mr. Saffer has been ranked as a Notable Practitioner in Chambers USA’s America’s Leading Business Lawyers. He has been listed in The Best Lawyers in America© for Real Estate Law since 2018 and for Oil and Gas Law in the 2026 edition. Mr. Saffer was also selected to the West Virginia Rising Stars list (Thomson Reuters) in 2012-2013.

Mr. Saffer has been a frequent speaker at various industry trade events including events held by the Energy and Mineral Law Foundation, MLBC, WVU College of Law CLE program, and the West Virginia Land and Mineral Owners Association.
