Mr. K Scott McCoy

K. Scott McCoy focuses his practice on government and municipal law, with an emphasis on contracts, land use, zoning, and real estate. His experience includes public finance, impact fees, annexation law, improvement districts, general municipal law, election law, contract and procurement law, open meeting law, and code enforcement.

Prior to joining Gust Rosenfeld, Scott served as the City Attorney for the City of Buckeye, providing legal counsel and strategic guidance to the Mayor, City Council, city management, and all municipal departments. Appointed by the Buckeye City Council in 2022, he was the first full-time, in-house attorney to create and lead the City Attorney’s Office, marking a significant milestone in the city’s continued growth and development.

With more than 20 years of experience in municipal law and land use, McCoy brings a broad background in public-sector legal work. His expertise includes drafting and negotiating complex development agreements, contracts, economic incentive agreements, and real estate leases, as well as a deep background in zoning and land use-related matters. Prior to joining Buckeye, he served as the appointed City Attorney for the cities of Casa Grande and Surprise, and as the Assistant City Attorney for Yuma and Chandler. Additionally, McCoy has previously worked in private practice, providing comprehensive legal services on a wide range of government matters for municipal and county clients.
