A partner at Bose McKinney & Evans, Phil Sicuso chairs the firm's Gaming Group. He is also a principal at Bose Public Affairs Group. Phil assists clients with legal matters and government and regulatory affairs, including extensive experience with casino gaming and state lottery law. In addition, he works with clients on government procurement and contracting matters, which includes standard contracts, inter-governmental agreements and public-private partnerships. His experience allows him to help government and private sector entities work together to create economic growth, as well as to counsel clients on a broad range of legal, regulatory and legislative issues.
Phil represents clients before multiple government agencies and at the Indiana General Assembly, where he is a registered lobbyist. He has successfully worked with legislators and staff from both sides of the aisle.
Prior to re-entering private practice in 2010, Phil served as general counsel for the Indiana Gaming Commission during the administration of Governor Mitch Daniels.
Phil is a member of the International Masters of Gaming Law, an organization of pre-eminent gaming attorneys from around the world. He was elected as Assistant Treasurer for 2025.
Phil has served as a volunteer Court Appointed Special Advocate (CASA) for children in the foster care system.
