  • Mr. Fullerton is a New Mexico Board Certified Specialist in Water Law and has provided legal services for the largest municipalities in the state, public school systems, private water systems, community well systems, homeowners associations, domestic well owners, farmers, and ranchers with respect to all aspects of water law. Mr. Fullerton is currently responsible for planning, acquisition, transfer, conservation efforts, and leasing of water rights. Mr. Fullerton is also involved in administrative hearings before the New Mexico State Engineer, appeals of such decisions, and has participated in proceedings before the New Mexico Court of Appeals, the New Mexico Supreme Court, the Federal District Court for the District of New Mexico, the 10th Circuit Court of Appeals, and the United States Supreme Court. He also represents numerous parties in the Aamodt Adjudication of the Nambe, Tesuque, and Pojoaque stream systems and is actively involved in local and statewide water rights matters.

    A graduate of the University of New Mexico (J.D.) and the University of Colorado (M.B.A., M.S., B.A.), Mr. Fullerton is admitted to practice in all the State and Federal Courts in New Mexico and has steadily presented on water rights matters at water law conferences during has practice.

    Pursuits outside of firm activities include chairing one of Santa Fe’s oldest non-profits, spending time with his much loved toddler and wife, and skiing every chance he gets.
