Shay Bowen counsels health care providers on a variety of corporate, regulatory, and compliance issues. Representative matters include advising clients in connection with mergers and acquisitions, change of ownership, employment contracts, facility development and expansion, corporate practice of medicine and fee-splitting, physician self-referral prohibitions, Anti-Kickback issues, provider licensure, medical staff matters, pharmacy issues, HIPAA, Medicare/Medicaid enrollment and conditions of participation, accreditation, and reimbursement issues. Representative clients include hospitals, nursing homes, ambulatory surgical centers, physician practices, dental practices, DME companies, and laboratory companies. She has also represented a variety of health care entities in Georgia Certificate of Need matters, including applications, letters of non-reviewability, administrative hearings, appeals, and judicial review.
Originally from Atlanta, Georgia, Shay graduated from the University of Pittsburgh School of Law, where she completed a Certificate of Advanced Study in Health Law, competed in several moot court competitions, and was selected for admission to the Order of the Barristers. She earned a B.S. from Washington and Lee University where she majored in Psychology.
