Ricardo Carrillo

Ricardo Carrillo is admitted to practice law throughout Mexico and has been Of Counsel to Rosen Law since 2006. Based in Los Cabos, Ricardo focuses on real estate project development, entitlement strategy, state and municipal land use, environmental permitting, timeshare and resort regulatory matters, PROFECO and PROFEPA proceedings and complaints, gaming law, and related dispute resolution.

Ricardo has more than 30 years of experience advising national and international investors, developers, resort owners, operators, and hospitality projects in Mexico. He has successfully represented high-profile resort, residential, mixed-use, and tourism-related projects before municipal, state, and federal authorities, helping clients navigate complex permitting, licensing, regulatory compliance, and entitlement processes.

His work is closely aligned with Rosen Law’s Development, Construction, Environmental & Land Use practice. Ricardo advises clients on the timing, sequencing, and practical management of project approvals, including land use and zoning matters, environmental and federal permitting, construction-related approvals, federal maritime zone issues, water and infrastructure matters, rights-of-way and easements, and coordination with technical consultants, environmental advisors, architects, engineers, and governmental authorities.

Ricardo is also a skilled negotiator with deep experience in government relations and complex stakeholder management. For more than a decade, he has served as local regulatory compliance counsel to a significant international timeshare company operating in Mexico and, on behalf of that client, has served on the Board of Directors of the Los Cabos Timeshare Association and the Advisory Board of the Los Cabos Business Council (Consejo Coordinador de Los Cabos).
