Biography

Sarah Fiona Phillips is an associate in the firm’s Administrative division. She appears at the Office of Administrative Trial and Hearings (or OATH, formerly ECB) on a wide variety of code violations including transient (or “AirBNB”) use, illegal occupancies and public assemblies and work without a permit violations as well as FDNY, cooling tower and water tower violations and criminal court summonses. She also represents property owners on DHCR matters including rent overcharges, harassment, decrease in service complaints and applications for Certificate of No Harassment.

Ms. Phillips began her career as a civil litigator, working in San Francisco. She returned to New York City and spent twenty years working for the City of New York. She first litigated administrative labor and employment matters. From 2004 through 2015 Ms. Phillips prosecuted administrative Building Code violations for the Department of Buildings and wrote successful appeals on illegal occupancies; transient or “AirBNB” use; safe crane operations; Local Law/façade maintenance and site safety requirements.

In 2012, Ms. Phillips was voted the 2nd Vice President of the Civil Service Bar Association, the union representing City agency attorneys.

In 2015 she joined Rosenberg and Estis, PC. In 2017 Ms. Phillips joined Borah, Goldstein, Altschuler, Nahins & Goidel, PC.

Ms. Phillips received her J.D. from SUNY Buffalo School of Law and is a graduate of Barnard College, Columbia University and Groton School. She is admitted in New York and California.
