Sean is a Dover native deeply
rooted in the community. After graduating from Dover High School, he
dedicated several years to teaching in a disadvantaged school in the
Bronx, New York. During law school, he gained valuable experience as
a clerk at a Manhattan law firm near the former World Trade Center.
In 2006, Sean served as Counsel for Indigent Parents involved in
litigation with the Division of Family Services through a contract
with the State of Delaware while working with the Delaware Family
Court.
Passionate
about community involvement, Sean has volunteered with various local
organizations such as The Children's Theatre, The Kent County SPCA,
and The Northern Kent County Circle of Hope. He manages the Patrick
H. Lynn Scholarship Fund, a charitable trust established in honor of
his father, which provides financial assistance to local students
pursuing college education. Additionally, Sean offers pro bono
counsel to several local children through the Office of the Child
Advocate.
Sean
holds a law degree from Pace Law School in White Plains, New York,
and a bachelor's degree from Marymount Manhattan College in New York
City. He was admitted to the Delaware Bar in 2005.
Recognized
for his outstanding work in Family Law, Sean received the
SuperLawyers "Rising Star" award in 2012, 2013, and 2014.
His dedication to pro bono work was acknowledged by the Office of the
Child Advocate, earning him a place on their Pro Bono Honor Roll from
2008 to 2015.
Sean
actively contributes to the legal community by teaching "Expectations
of the Family Court" to newly admitted Delaware lawyers at the
annual Bridge the Gap Conference.
In
2014, Sean was elected to the Delaware House of Representatives,
representing the 31st District. He currently serves as the Vice Chair
of the House Energy Committee and is a member of several other
committees including Agriculture, Education, Health & Human
Development, Judiciary, Telecommunication Internet & Technology,
and Veterans Affairs.
Prior
to his role as a Delaware State Representative, Sean was elected to
the City of Dover City Council, where he represented the Third
District. During his time on the council, he chaired the City of
Dover Legislative, Finance, and Administration Committee and served
on various other committees and boards, including Public Safety,
Utility, Civilian Pension, Police Pension, Construction Code Board of
Appeals, and the Library Commission as the Mayor's appointee.
