Biography

Shelby Walding Waller joined McLeod, Alexander, Powel, & Apffel, P.C., as an associate in December 2024.

Mrs. Waller has a strong foundation in municipal law, having gained valuable experience working with two major Galveston County municipalities and a prominent municipal law firm. Through this hands-on experience, she has developed a deep understanding of the unique legal challenges faced by local governments and the tools needed to navigate complex municipal issues.

Before joining MAPA, Mrs. Waller worked in the City Attorney’s Office for the cities of League City and Dickinson, where she assisted in a wide range of legal matters, including drafting municipal ordinances, reviewing contracts and legal documents, and managing public information requests. She also gained firsthand experience in municipal court proceedings, supporting prosecution teams and assisting with legal research on various municipal issues such as zoning, public safety, and local regulations.

Mrs. Waller is a BOI with strong roots to Galveston Island.
