Steven Kaplan was born in Gary, Indiana, in 1952. He is a graduate of Washington University (A.B., cum laude, 1974; J.D., 1977) and was admitted to the New York bar in 1978. He is also admitted to practice in the U.S. District Court for the Southern and Eastern Districts of New York.

His practice is in the areas of real estate, corporate and administrative law. Mr. Kaplan's real estate practice concentrates on negotiating and drafting retail and office leases, purchases and sales of commercial and residential properties and lending and secured transactions. A significant portion of his practice deals with restaurant and tavern businesses requiring licenses from the New York State Liquor Authority and the New York City Department of Consumer Affairs and Department of Health, the purchase and sales of these businesses and providing general business advice on day-to-day operational matters.
