Steven W. Welty

Steven Welty is a senior associate in the labor and employment law field, with a focus on fitness for duty and disability retirement litigation. As lead counsel for several law enforcement associations across California, including the Sacramento County Deputy Sheriffs’ Association and the Alameda County Deputy Sheriffs’ Association, he provides extensive representation in peace officer discipline matters. His experience spans administrative investigations, disciplinary actions, and appeals for major programs such as the PORAC Legal Defense Fund and the California Peace Officers’ Association Legal Services Program. Steven has successfully tried cases in California's superior courts and the First, Third, Fourth, and Fifth District Courts of Appeal, as well as in federal courts including the Ninth Circuit Court of Appeal. He is also experienced in litigating before the California State Personnel Board and the California Office of Administrative Hearings. Formerly honored as Yuba City’s Police Officer of the Year in 1990, Steven also served as President of the Yuba Police Officers Association from 1991 to 1992, showcasing his longstanding commitment to public safety and legal advocacy.
