Biography

Victor S. Cheng is a distinguished international attorney with nearly two decades of legal experience in both the United States and Taiwan. He is the first and only attorney licensed to practice both U.S. and Taiwan law in Taiwan. His unique qualifications and deep expertise enable him to deliver strategic legal counsel tailored to the needs of businesses and individuals managing international legal challenges.

Mr. Cheng is admitted to the bars of Taiwan, California, and New York, and is among the limited number of attorneys with dual legal expertise in both Taiwan and U.S. jurisdictions. He specializes in complex cross-border legal matters, and has extensive experience coordinating Cross-Pacific cases proceeding simultaneously in both Taiwan and U.S. jurisdictions. He is regularly called upon as an expert witness and expert consultant in matters requiring a comprehensive understanding of both legal systems and bilingual legal analysis.

His rare combination of legal expertise and cultural fluency enables him to structure transactions that manage risk and maximize business opportunities in a complex international landscape. Alongside his work advising on business and commercial matters, he supports clients through all aspects of cross-border family and inheritance cases, including international probate proceedings and cross-jurisdictional custody disputes.

In high-stakes cross-border legal matters where personal and commercial interests are at risk, Mr. Cheng serves not only as expert legal counsel but also as a trusted guide, helping international legal professionals make sense of complex foreign legal proceedings.

When personal and commercial interests are jeopardized by legal actions in foreign jurisdictions, finding the right local counsel is critical. Mr. Cheng provides not only strategies rooted in deep knowledge of local legal systems, but also clear, steady communication. He helps international lawyers, clients, and stakeholders navigate unfamiliar legal terrain, keeping them apprised of key developments and strategic considerations throughout the process. This clarity empowers outsiders to actively participate and shape the course of the proceedings to best safeguard their interests.
