Biography

Wendy Rubinstein is a partner at DeCotiis. She is a member of the Municipal Law, Environmental Law and Green Practice Groups and head of the Affordable Housing Practice Group.

Ms. Rubinstein's practice crosses several disciplines and includes substantial experience in Mount Laurel, municipal and environmental regulatory matters, providing general counsel to various public and private clients in numerous areas including linear improvement projects, Municipal Land Use Law, Fair Housing Act, real estate acquisitions, wetlands and open water fill permitting, industrial site transfers and cleanup, wastewater permitting, site remediation, historic preservation, tidelands, open space and compliance with the Open Public Records Act. An active member of the Florida Bar, Ms. Rubinstein also works closely with the DeCotiis Corporate Practice Group and the Trusts and Estate Practice Group providing counsel for Florida transactional matters, business succession planning as well as family limited partnerships and limited liability companies created in order to shield and manage family assets.

Ms. Rubinstein currently serves as Borough Attorney and Labor Counsel for the Borough of Bound Brook Special Counsel for Affordable Housing for several municipalities and previously served as Borough Attorney for the Borough of Emerson and counsel to the Policy Council for a federally funded early childhood education program in Hudson County. Ms. Rubinstein represented the New Jersey Turnpike Authority in obtaining 14 state and Federal permits and approvals for the widening of the Garden State Parkway between Interchange 30 and Interchange 80 and the construction of two new bridge spans over the Bass and Mullica Rivers and continues to provide counsel in real estate and permit compliance matters related to the ongoing construction of multiple Roadway Projects both for the Turnpike Authority and other clients. Additionally, Ms. Rubinstein has substantial experience with open space acquisitions and diversions, having successfully navigated the regulatory process for the diversion of Green Acres properties and the acquisition of municipal, county and State owned properties.

Ms. Rubinstein received her B.A. and Masters of Science in Resource Economics from the University of Florida. She was also awarded her J.D. by the University of Florida, Levin College of Law. A Florida native, Ms. Rubinstein is fluent in Spanish.
