Bill was born and raised in Great Falls, Montana. He attended Michigan State University and received a B.A. in French and a B.A. in History. He received his Juris Doctor degree from the University of Montana in 2011 with honors. He has practiced law in Great Falls since 2011. His practice includes property law, probate, estate planning, family law, litigation, and criminal law.

He was admitted to the Montana State Bar in 2011 and is also admitted to practice before the U.S. District Court for the District of Montana and the U.S. Court of Appeals for the Ninth Circuit.

Bill and his wife have two children. His hobbies include running, hiking, and cross-country skiing
