Municipal & Administrative

We have a long history of providing legal counsel to cities and towns throughout Tennessee. Whether negotiating contracts on behalf of local governments or representing municipalities and utility divisions in litigation involving personal injuries and contract disputes, we understand the special legal needs of city and county governments and their divisions.

Our experience in representing governmental entities also provides the firm with unique knowledge to offer counsel to private clients. We have advised and represented clients in various types of administrative proceedings, and we have counseled candidates, political action committees and political organizations on election law and campaign finance laws and regulations.

As longtime municipal counsel to the city of Sevierville, Tennessee, a major tourist destination near the Great Smoky Mountains National Park, we have advised on issues such as:

  • Drafting and enforcement of ordinances
  • Interpretation of state and federal laws
  • Employment matters
  • Zoning and planning
  • Condemnation
  • Purchasing and leasing
  • Financing and construction of public works
  • Intergovernmental relations

We also represent the city in court matters from condemnation of individual tracts to complex federal litigation over utility service areas.

We serve as counsel for the Sevierville Public Building Authority, the entity responsible for planning, constructing and operating major projects, including a convention center, hotels, downtown improvements and road construction. We represent the PBA in negotiating and drafting all contracts for development and construction of these projects, including agreements relating to bond issues and intergovernmental agreements.
