Land Secured

Stradling is an undisputed leader in land-secured financings, with particular expertise in Mello-Roos community facilities district financings.

Since 1983, one year after the Mello-Roos Act was enacted, we have acted as bond counsel, disclosure counsel, and underwriter’s counsel on more than 300 Mello-Roos financings totaling in excess of $4 billion.

We also have represented property owners, banks, or other interested parties in many other Mello-Roos financings. We believe that these financings make us the top firm in the state in terms of Mello-Roos financing experience.

Stradling has been at the forefront of innovative structures in the Mello-Roos area, using a blend of revenue sources to finance districts with more infrastructure than could be supported by special taxes alone. In 1983, we were bond counsel in the first community facilities district financing completed in the state. The firm also acted as underwriter’s counsel in connection with the first land secured financing in the State of Hawaii, for the County of Kaua’i.
