We enforce the rights of Federal Government employees through the federal sector EEO process (Equal Employment Opportunity Commission - EEOC) in all aspects of employment discrimination — disparate treatment, retaliation, and hostile work environment.

We defend Federal Government employees in disciplinary actions brought by management — wrongful termination, suspension, reprimand. We also represent employees in internal agency investigations and are experienced in litigation before the EEOC, Merit Systems Protection Board (“MSPB”), and in federal court.

We are experts in federal sector mediation/alternative dispute resolution (ADR), having represented clients hundreds of times for many years, successfully mediating EEO claims against federal agencies and private employers.

Larry J. Stein, Esq. has been principal/owner in the The Law Offices of Larry J. Stein, L.L.C. since its founding in January 2006, representing federal and private sector employees in the full range of employment and labor matters including: Employment Discrimination, Hostile Work Environment, Disciplinary Actions, Wrongful Termination, Whistleblower and Retaliation Claims, Sexual Harassment, Disability Discrimination, Severance Agreements/Non-compete clauses. Mr. Stein formerly was Senior Counsel in the Office of the Comptroller of the Currency's Litigation Division, U.S. Department of the Treasury, where he handled federal appellate, district court and administrative litigation, including highly complex employment and banking law cases. He was a Federal Government attorney for more than 30 years.

Mr. Stein has been a volunteer trained mediator with the Washington Field Office of the EEOC’s WISE program since 2019. In that role, he has mediated and resolved a wide range of employment disputes.

In his most significant case, Kloeckner v. Solis, 568 U.S. 41 (2012), the Supreme Court, in a unanimous ruling, established that a broader class of Federal Government employees now has access to the federal district courts to challenge their discriminatory removals from federal service. Prior to Kloeckner, these employees had no access to federal district court on their claims of discrimination.

Rosa M. Koppel, Esq. specializes in employment and labor law. Before joining The Law Offices of Larry J. Stein, LLC, as Counsel, in August of 2014, Ms. Koppel practiced employment and labor law for 30 years in the Federal Government as legal adviser, litigator and Assistant Director of Litigation at the Office of the Comptroller of the Currency, then as Deputy General Counsel at the United States Merit Systems Protection Board and, for the last six years of her Federal career, as Solicitor at the Federal Labor Relations Authority.

At the FLRA, Ms. Koppel litigated before the U.S. Courts of Appeals, the Federal District Courts, the EEOC, and the MSPB. She also advised management and human resources on employment law, drafted employment policies, and served as the agency's chief legal adviser to the Presidential appointees and all other employees, designated agency ethics official, chief Freedom of Information Act officer, and privacy officer. Having served as a Federal employee, labor and employment law litigator and adviser, manager of attorneys and support staff, senior executive, and ethics official, Ms. Koppel offers clients a unique and multi-faceted perspective on the practice of employment and labor law.

Ms. Koppel also is a Member of the Personnel Appeals Board, an independent entity established by the General Accounting Office Personnel Act of 1980 (GAOPA) to adjudicate disputes, issue decisions and order corrective or disciplinary action, as appropriate, involving employees (and applicants for employment) of the U.S. Government Accountability Office. She became the Vice Chair in October 2020, and the Chair in October 2021.

Mr. Stein and Ms. Koppel both are longstanding members of the Washington Metropolitan Employment Lawyers Association (MWELA), and Ms. Koppel joined the Board of Directors effective January 2022.
