The Cibula Law legacy dates back to the late 1800s, beginning with Hon. W.D. Tillotson, known as “General Tillotson,” who served in the Washington Territory legislature and as Counsel General to Japan before opening a law practice in Redding between 1892 and 1896. He would go on to serve as both Superior Court Judge and City Attorney.A Rich History of Public Service and Legal Tradition

In the 1930s, Alvin M. Cibula, a University of Pittsburgh Law graduate and U.S. Army officer, joined Tillotson’s firm. Alvin later became a Deputy District Attorney, City Attorney, and Colonel in the Army, continuing the firm’s legacy of service and justice.

In 1965, Franklin Stephen Cibula joined the practice after graduating from Princeton University and UC Berkeley’s Boalt Hall. He practiced law alongside his father and held positions as an Assembly Administrative Assistant and local leader.

In 1994, Mark H. Cibula joined the family practice. A graduate of UC Berkeley, USC, and McGeorge School of Law, Mark brought political and legal experience from the U.S. House of Representatives. He later served as Mayor of Redding and Chairman of the Shasta County Board of Supervisors, deepening his ties to the community he now serves as a dedicated advocate.

Today, Mark carries forward the Cibula legacy, focusing on serious personal injury, business law, and criminal defense.
